Billings Named New Chief Operating Officer for Halifax Health

Mark Billings, a member of the American College of Healthcare Executives with more than 30 years of experience in managing clinical operations, is the new chief operating officer for Halifax Health.

Billings was most recently with Kaiser-Permanente in Oakland, California where he served as the senior vice president for Hospital and Health Care Plan Operations.  In that position, he oversaw 21 hospitals in Northern California.  As a member of the executive team, he had both operational and strategic responsibility for service line development and growth for each market to include Centers of Excellence, as well as oversight for their health plan operations which included four million members.

Prior to joining Kaiser Permanente, Billings served as the president of Novant Health Shared Services in Charlotte, North Carolina.  He also was the president and chief executive officer for Presbyterian Healthcare, also in Charlotte, where he had oversight of a 550-bed tertiary hospital, 140-bed orthopedic specialty hospital, several community hospitals, seven ambulatory centers, an active medical staff of 2,500 and 668 physicians in the physician division.

A Central Florida native, and a veteran of the United States Navy, Billings has a Bachelor of Science in Business Administration from Southern New Hampshire University and a Master of Healthcare Administration from the University of North Carolina at Chapel Hill.
