Daytona Beach, FL (February 9, 2026) – Halifax Health is proud to announce the addition of two highly skilled physicians to its team: Basheer Elsolh, MD, MPH, FRCSC, board-certified surgical oncologist, and Katelyn Joubert, DO, fellowship-trained ophthalmologist specializing in oculoplastic surgery.
Dr. Elsolh earned his medical degree from Queen’s University in Canada and completed his general surgery residency at the University of Toronto. Dr. Elsolh holds a Master of Public Health in health care management from Harvard University and completed a fellowship in complex general surgical oncology at Fox Chase Cancer Center in Philadelphia.
He specializes in the surgical management of breast cancer, gastrointestinal and colorectal cancers, melanoma, and soft tissue sarcoma. He is experienced in both open and minimally invasive abdominal surgery, including laparoscopic and robotic approaches. Dr. Elsolh remains dedicated to patient-centered, multidisciplinary cancer care.
Dr. Joubert completed her fellowship in oculoplastic surgery at the University of Florida following an ophthalmology residency at Geisinger Medical Center, where she served as Chief Resident. She earned her Doctor of Osteopathic Medicine from Edward Via College of Osteopathic Medicine and graduated summa cum laude from Louisiana State University with a degree in kinesiology.
Oculoplastic surgery focuses on the eyes and the areas around them, like the eyelids, tear ducts, and eye socket. It helps treat medical issues such as drooping eyelids or blocked tear ducts and can also improve appearance and comfort. Dr. Joubert combines clinical excellence with compassion and a strong commitment to advancing ophthalmic care.
“We are thrilled to welcome Dr. Elsolh and Dr. Joubert to our team,” said Matt Petkus, Vice President of Physician Services at Halifax Health. “Their unique specialties in oculoplastic surgery and surgical oncology bring advanced, highly specialized care to our community. By offering expertise in these critical areas, they expand access to ensure our patients receive world-class care close to home.”
